EDIT : its work raheem i just upload cstrike with out valve and hlds_linux and its work good now
So you forget to install the ReHLDS that's why. This is common issue many people only upload cstrike.

when i upload rehlds server crashed i only upload cstrike and all is good now
That's because your hosting provider already installed ReHLDS maybe, anyway good that it's solved.
