Speed boost

|Description:
- By saying /sb, you will get more speed for X amount of time.
- Between each time you get cooldown for X amount of time.
|Cvars:
- How long does the speed remain?
- What value is the new speed?
- How long does this feature cooldown?

|Note:
- This feature is for ZOMBIES
