Game rule not handled!

Hi,
I am reporting about Game rule bug/not handled,
The case is:
Be spectator, and must be in the server 2 players only and you are in spec, during the count down of freeze time (15 Seconds)
If one player left, Then i (Spectator) choose to be to be Human (CT) Before count down -15 Seconds Ends- Round will not start,
So please handle this new game rule,
